Exporting to US EU The 2026 Laser Safety Compliance Guide FDA CE UL

Release time:

2025-12-11

Laser equipment sold into the US must comply with 21 CFR 1040.10 (FDA/CDRH), as well as being assigned an Accession Number to clear customs clearance.

Class 1 laser safety enclosure for EV battery welding machine complying with FDA and CE standards.

What are the safety requirements for importing Laser Machines?

Laser equipment sold into the US must comply with 21 CFR 1040.10 (FDA/CDRH), as well as being assigned an Accession Number to clear customs clearance. In Europe, machines must meet both Machinery Directive (2006/42/EC) and IEC 60825-1 Class 1 safety standards - Huiyao Laser ensures this compliance through Light-Tight Enclosures, Safety Interlocks and Dual Channel Emergency Stops.

Compliance isn't just an "add-on." It is your License to Operate.

Battery manufacturers in both the US and Europe who source equipment from overseas may run the risk of noncompliance when making such purchases.

An expensive laser welder becomes useless if OSHA shuts down your production line due to safety violations or US Customs seizes it at port due to missing FDA paperwork.

At Huiyao Laser, our goal isn't just to build machines that work; we create solutions that are legal, safe, and insurable in your jurisdiction. This guide details 2026 safety standards every Global Procurement Director should know.

1. Laser Safety: Why "Class 1" is Non-Negotiable

High-power fiber lasers used in battery welding typically comply with Class 4 laser safety standards (high risk of eye and skin injury), but on busy factory floors in Germany or Michigan, it would not be practical for open beams to be visible. Our systems meet IEC 60825-1 specifications.

Light-Tight Cabins: Our welding stations are constructed using fully enclosed lightproof cabins with laser-safe glass (OD6+ rating) designed to block specific wavelengths (such as 1080nm).

Active Interlocks: In case a door opens during operation, its laser source is shut off immediately via a dual-channel safety relay (Performance Level e).

Results: Our machine has been certified as Class 1 (suitable for operation without protective gear) during normal operation, meeting strict OSHA regulations.

When selecting a supplier, "CE Marked" on the machine case is not enough. The laser source itself must be certified.

At Huiyao Laser, we only integrate Tier-1 sources to ensure global compliance:

Raycus (RFL Series): Fully CE Certified (EN 60825-1) and widely used for cost-effective battery tab welding. We provide the full TUV SUD test reports for every Raycus unit we install.

IPG Photonics (YLS Series): The gold standard for US markets, coming with native UL/CSA recognition and pre-filed FDA accession numbers, simplifying your import process significantly.

2. The US Ticket: FDA Accession Number

Exporting laser products into the US requires more than CE certification; it also must meet CDRH (Center for Devices and Radiological Health) regulations under FDA. What Is an Accession Number?

FDA issues an Acknowledging ID number as evidence of having submitted the laser product report.

Risk Analysis: Without this number, US Customs will refuse to release your equipment.

Huiyao's Promise: At Huiyao, our promise to US clients is that we will assist in meeting all FDA reporting and labeling requirements (21 CFR 1040.10) to facilitate a smooth "Green Light" at the border.

Many engineers ask: "Do I need FDA accession numbers for a battery assembly line?"

The Answer: Yes, compliance with 21 CFR 1040.10 is mandatory for all laser products imported into the United States, but the certification path depends on the Class:

Condition A (Class I / Fully Enclosed): If the laser welding station is fully enclosed with interlocks (Huiyao Standard), you only need a "Report of Assembly" for the housing. The system is treated as safe for operators.

Condition B (Class IV / Open Path): If the laser beam is accessible during maintenance or operation, you must file a full Product Report (FDA 2877) and provide safety goggles OD 6+.

Exemption: Components bought domestically in the US are exempt from import filing, but the final integrator (You or Huiyao) holds the liability.

3. Electrical Compliance: UL & CE Standards

One common criticism of imported machinery is "messy wiring," which leaves local electricians baffled. At our firm, we speak the global language of electrical engineering.

For US Clients (UL Standards): We design our electrical cabinets according to UL 508A principles. This involves color coding of wires (Black/Red for AC control), considerations regarding short circuit current rating (SCCR), and using global brands such as Schneider, Siemens and SMC that have components listed with UL (e.g. Schneider, Siemens SMC).

EU Clients (CE Standards): Our lines comply with both the Low Voltage Directive (LVD) and EMC Directive to guarantee no interference with your factory grid.

4. Environmental Safety: Smoke & Fire

Battery laser welding creates metal fumes and poses potential fire risks.

Fume Extraction: Our systems feature ISO 15012 compliant industrial dust collectors to filter out 99.9% of hazardous particles before venting them out of our systems.

Fire Suppression: Our internal CO2 or Aerosol fire suppression systems linked directly to each machine's PLC provide crucial fire safety protection in GWh-scale gigafactories.

Conclusion

Safe Factory and Investment.

Don't make the mistake of trusting cheaper machines as liabilities in your Western market environment. Find an organization who understands safety's stringent demands.
